Chair of Psychiatry and Behavioral Health
Tobias Wasser, MD, MBA
Tobis Wasser, MD, MBA, oversees Hartford HealthCare’s behavioral health services across Fairfield County, including The Shores. He is responsible for ensuring clinical care across the county is safe, consistent, and aligned with best practices. In addition to leading clinical services, he serves as Chair of Psychiatry at Quinnipiac University’s Frank H. Netter MD School of Medicine, connecting clinical care with the highest quality medical education and research.

Eleanor Cronley, LMSW
Eleanor Cronley, LMSW, oversees operational leadership for Hartford HealthCare behavioral health services across Fairfield County, working alongside clinical leadership to ensure programs run safely and efficiently. With more than 20 years of experience in behavioral health settings, she focuses on building strong teams and maintaining a supportive, well-coordinated environment for patients and staff.
Vice Chair for Clinical Services and Regional Medical Director
Andre Newfield, MD
Andre Newfield, MD, provides clinical leadership for inpatient psychiatric services across Fairfield County, including The Shores. He works closely with physicians and care teams to support consistent, evidence-based treatment. His oversight helps ensure that inpatient care is delivered safely and in alignment with established clinical standards.
Director of Nursing
Belinda Seak, DNP, RN
Belinda Seak, DNP, RN, oversees nursing services at The Shores, ensuring patients receive attentive, around-the-clock care. She works closely with physicians and clinical staff to maintain a safe, structured environment throughout treatment. Her leadership supports consistency in nursing practice and reinforces a strong focus on patient safety.
Vice Chair for Education and Residency Program Director
Remy A. Sirken, MD
Remy Sirken, MD, oversees psychiatric medical education and training for Hartford HealthCare’s behavioral health services across Fairfield County, including The Shores. She leads key educational roles, healthcare training efforts, and grants while advising medical students and residents. She is the founding Program Director of the Quinnipiac University Frank H. Netter MD School of Medicine Rural Psychiatry Residency Program.

Rachel Jakoboski, DSW, LCSW
Rachel Jakoboski, DSW, LCSW, oversees social work and rehabilitative therapy services at The Shores, helping ensure patients and families receive coordinated support throughout treatment. She works closely with the clinical team to guide discharge planning and connection to ongoing care. Her leadership helps maintain clear communication and continuity from admission through transition.
Director of Business Operations
Joyce Platz, MA
As Director of Business Operations at The Shores, Joyce Platz oversees the administrative and operational processes for Hartford HealthCare’s behavioral health services in Fairfield County. She has been a member of the Executive Behavioral Health Leadership Team for the last 20 years and has expertise in organizational management, regulatory compliance, program development, administrative/fiscal oversight, and grant writing.
